The Descent by far
For me personally, it's a toss-up between Haute Tension and The Descent, and since The Descent is getting so much love, I threw my vote towards HT. May would probably round out my top 3 of the decade, so nice to see all three of them represented here.
Although Mulholland Drive is better than all three of them, and every other film included in the poll, but I wouldn't consider it horror.

Anyways, now to make a choice...
I didn't really like Ginger Snaps, and I have yet to see Let the Right One in (Waiting for the correct subtitled Blu), May (I have this but haven't got around to watching it yet), and Mulholland Dr. (Saw some of it, don't really consider it horror though), so they are all out.
I don't consider Pan's horror either, so as great as it is, it is out for me. I don't think it would win either way.
The rest of the films on the list are all great, and I'm glad to see them make it this far. Overall though I felt The Descent was the best of the decade. It was well made in every aspect, even if there was some shaky cam used. From the music, to the direction, to the acting it all stood out as superb to me. Most importantly though it was a fun film that delivered in the scares department. The first time I watched it was with a room full of friends and when the monster first showed up we all jumped 5 feet into the air. And I am happy to say I watched it a few weeks ago and it still stood up. Anyways, there are a couple I wouldn't be disappointed if they won, like Haute Tension and maybe even Drag Me to Hell (Although it's still too new right now) but I hope The Descent takes the crown overall!
Okay just got back from Drag Me to Hell and thought it was a very good fun horror flick. Raimi has not lost it. But with that said it still doesnt crack my top 3 on this list- sooooo after much thought and back and forth I am going to give my vote to Let the Right One In just ahead of The Descent (I repeat again only the version with the unrated/international ending) and Ginger Snaps. Grindhouse was up there too especially due to the experience seeing it in the theatres.

How long is this one running, Ash? I thought for sure I'd see Drag Me to Hell last weekend, but nope. I've seen 99% of the rest, but I don't wanna vote until I've seen DMtH.
It lasts a week. So Monday morning.
I just noticed you voted for [Rec] over Martyrs and Let the Right one In during Round two. Martyrs could have used your vote. I think it belongs in the Finals as well.
Lots of great horror films in the poll but my favorite is definitely Grindhouse: Planet Terror.

I think I'm pretty impressed at how spread the votes are - only 2 of 18 have no votes. This has been a good decade!
I voted for Martyrs and [Rec] in their first rounds, and all three of these are really close for me. So either I thought one would have enough votes to get into the finals (and so I voted for another one to try to get that one in), or I just goofed. maybe the latter - I was seeing these pretty early in the morning for me...
But had I seen all three in the finals, I might have had to flip a coin anyway.
It's funny that when you filter out the crud, you can see that almost any decade is a pretty good one for horror. I often bring this up when people rave about the 80s, but it's usually from someone who wasn't alive back then. If you ever read the letters to the editor of Fangoria (the only thing that represented a "horror message board" back then), you'll actually see fans talking about the lack of good horror films being made then!!!
All that said, I went with 28 Days Later. My favorite of the decade was A Tale of Two Sisters, but it didn't make it past the second round. 28DL was just one of those rare movies I didn't want to end. Loved it.
Is not many movies I like from this list and some I hate. I vote Pan's because I think is the best writen and made. Other good ones I like is dawn of the dead, dog soldier, haute tension, rec, wrong turn.
