Separate names with a comma.

First I carefully score along the top of the packaging with a small knife where the join is.
Then I get my fingernail underneath the cut and gently lift up the unsticky part of the tape.
I then slowly pull outward until the tape comes off.
After this I take out the DVD, case cover and everything else inside the case and throw the case along with half the sticky crap that didn't come off in the bin and end up using a spare case without tape on it.
^ Yup. Peel off as much as you can first, then spray that goo gone stuff on it to peel the rest off. It's a pain the ass though.
WD-40. There's nothing it can't do.
Goo gone works wonders, I use to use it on those vintage VHS tapes which I'd buy from rental stores. It's saved countless rare VHS cover art for me from those gay stickers. And it doesn't hurt the art either, also it's cheap, like $3 for a big ass thing of it at hick-mart.
Goof Off, but don't use it on the artwork or DVD, just the amaray case. You can get it at Home Depot.
Masking tape works for me. It takes off the sticky residue without a problem. Lighter fluid is another good alternative for Goo Gone.
take some regular scotch tape & put it on ze stick spot. press down, then rip it off. after abt 3 times it should be all off, but it depends how much sticky stuff there is too.
Goo Gone! This shit is wonderful. I use it to clean up CD jewell cases as well.

I don't think I've ever seen goo gone, though.
I've always just used WD-40. It works great.
If you're in the US, you should be able to find it at many hardware, drug and grocery stores. If you're outside the US, you can order it online. Just do a Google search.
Another vote for Goo Gone.
If you have absolutely nothing available but the DVD itself, and the sticker you just removed, I've found that the one thing that sticky stuff loves to stick to more than anything else is other sticky stuff.
Basically I just put the sticky label back on the dvd, peel it away, and repeat - a *lot*. As the goo builds up on the sticker, more and more goo comes away stuck on the sticker and not the DVD. A couple minutes, and the DVD is usually clean.
Many stores carry it. You can get it just about anywhere here in Canada, too. (Grocery stores, hardware stores, all the places you mentioned.)
But yeah Goo Gone works fucking wonders. It'll get anything sticky off.
The only caveat with regards to this technique and the scotch tape business (which is a skill i have perfected with years of practice) is to avoid doing it with foil-covered slip-covers. for instance, i kind of ruined my invasion of the body snatchers slip-cover after some of the foil came off with the sticky thing...definitely a bummer.
