Well, anime aside (and I included the Evangelion photo, because the actress who plays that girl in Battle Royale is most known for voicing that anime character, a 14 year old girl), the little-girl voice is a much desired quality in Japan. Receptionists are instructed to use a voice like that on the phone. So it's really part of the culture, and makes perfect sense that a serious organization like the BR Act would want their representative to have the little-girl voice and be oh-so-cutesy like that.

The Complete Collection 4-Disc Blu-ray set is now $15 at Amazon, so I finally bit. I can't see it going too much lower than that, eh?
