Aren't there a lot of Bollywood slashers too? I know Mondo Macabro released Mahakaal, which is basically their version of Freddy Kruger.

I don't really watch that stuff, but there was one called Hide And Seek a few years ago that I wanted to see. I believe it's a group of characters trapped in a mall being stalked by a killer in a Santa Claus suit.

Oh I remember Hide & Seek, that trailer is extremely misleading, it's actually a murder mystery movie, not really a slasher but I remember thinking that as well when I saw the trailer. Mahakaal however is a good recommendation, will add =)

Added all except He Lives By Night which is - in my opinion - more of a serial killer thriller / giallo.

Added Haveli and A Garrote Limpio, Liste Noire is as you say a giallo, Sheitan is a serial killer thriller, Frontieres is not a slasher, I am the ripper also serial killer thriller and American Translation is not a slasher.
